Terms and Conditions

The Promotion period is from November 4, 2026 to December 3, 2026 (both dates inclusive). Offer quotas are limited and available on a first-come, first-served basis while quotas last. Entitlement to the offer is based on the actual sequence of transactions; the Promotion will end early once quotas are exhausted without prior notice. Transaction dates and times are subject to the records of the UnionPay system.
Cardholders who successfully bind a UnionPay card via the designated link and make bill payments of designated amounts (including handling fees) with the registered card via the UnionPay App (Hong Kong, China page) / Hong Kong Bill Payment / under the "Government or Statutory Bodies" category in the Merchant List can enjoy the following instant discounts (the "Offers"):
i. Offer 1: Instant discount of HK$68 for each bill payment of HK$10,000 or above;
ii. Offer 2: Instant discount of HK$360 for each bill payment of HK$50,000 or above;
iii. Offer 3: Instant discount of HK$640 for each bill payment of HK$80,000 or above.
After successful registration, activation takes time. Cardholders please make payments at least 2 minutes after successful registration.
The Promotion is only applicable when bill payments of designated amounts are made with a UnionPay card via the UnionPay App (Hong Kong, China page) / Hong Kong Bill Payment / to merchants under the "Government or Statutory Bodies" category in the Merchant List.
Cardholders must use an eligible UnionPay card that has been successfully registered to enjoy the UnionPay instant discount.
Each user can enjoy the offer once per day, up to a total of 2 times during the Promotion period, and up to 2 UnionPay cards can be registered in total. Quotas are limited and available on a first-come, first-served basis while quotas last.
After successful registration and activation of eligibility, cardholders should check the usage status of the instant discount on the corresponding registration page before payment. Instant discounts are provided on a first-come, first-served basis according to the actual sequence of eligible transactions. Once quotas are exhausted, the instant discount activity for the corresponding promotion period will end without prior notice. Successful registration and eligibility activation do not guarantee quota reservation. Cardholders may fail to enjoy the instant discount due to peak transaction periods, network delays, system updates, or insufficient remaining activity budget to cover a full discount transaction. For example, if the remaining discount percentage displayed on the registration page is below 1%, the actual remaining budget may no longer support a full discount transaction.
A payment handling fee will be charged for each successfully settled transaction within the UnionPay App. The handling fee is 0.6% for UnionPay cards issued in Hong Kong and Macau, and 1.5% for UnionPay cards issued in Mainland China.

Registration, Payment and Other Notes:

i.	The Offers are only applicable to UnionPay cards issued in Mainland China, Hong Kong and Macau;
ii.	Enter the "U Plan" registration page, select this Promotion, and register after binding a UnionPay card. The registered UnionPay card must be identical to the UnionPay card actually used for payment. Registration status is subject to the display on the Promotion page;
iii.	When making payments via the UnionPay App / Hong Kong Bill Payment / under the "Government or Statutory Bodies" category in the Merchant List, please note that the discount amount will not be displayed during the payment process; the instant discount and actual payment amount will be displayed after successful payment;
iv.	Transaction records can be viewed via UnionPay (UnionPay App / Me / Transaction Records) or the bank's App.

In the event of a refund, transaction cancellation, or other reverse transactions, only the actual amount paid by the cardholder will be refunded, excluding the instant discount amount enjoyed. The relevant offer quota will be deemed used and will not be refunded or reissued.
All time and transaction data of this Promotion, including but not limited to transaction dates, transaction times, transaction amounts, transaction revocations, re-entries, cancellations, or refunds, shall be subject to the records of the UnionPay system.
The actual discount amount is subject to the debit records of the card-issuing institution. Discounts will be applied instantly after settlement based on the UnionPay exchange rate on the transaction date (if applicable). Please refer to the transaction records in the bank's App for the actual payment amount. For enquiries, please call the card-issuing institution or the UnionPay customer service hotline at 800967222.
The cut-off time for bill payments is 4:30 p.m. on Mondays to Fridays (business days). Any transactions made on Saturdays, Sundays, and public holidays (based on Hong Kong time) will be deferred to the next business day for processing. Cardholders are advised to arrange transactions at least 3 business days before the payment deadline. UnionPay International Co., Ltd. (hereinafter referred to as "UnionPay International") shall not assume any liability for any losses caused by delayed crediting.
To the extent permitted by applicable laws, the Promotion rules may be subject to change and shall be governed by the relevant information on the UnionPay Promotion page.
By participating in this Promotion, cardholders confirm that they have carefully read, understood, accepted, and agreed to comply with all terms and conditions of this Promotion.
Cardholders participating in this Promotion shall comply with relevant laws and regulations as well as the rules of this Promotion. If a cardholder obtains Promotion rewards by exploiting system loopholes, using tools contrary to good faith, or engaging in malicious acts such as illegal profit-making, cash-out, or fraudulent transactions, UnionPay International reserves the right to disqualify the cardholder and directly or through the card-issuing bank cancel or recover any granted rewards. UnionPay International reserves the right of final decision regarding any non-compliant behavior.
